The program serves applicants who are the sole family member not yet settled in Australia. All parents, siblings, step-siblings, non-dependent children, and step-children must reside in Australia as citizens or permanent residents. An Assurance of Support bond ($5,000 for one person; $7,000 for two) is mandatory for 2 years.

Outstanding debts must be repaid or subject to a repayment arrangement.
