491 Visa Processing Times & Regional Requirements in 2026

The 491 asks something of you that the other skilled visas do not: up to five years of living somewhere specific. In return it hands you fifteen points, which for many applicants is the difference between migrating and not migrating at all. Understanding the obligations properly matters more than the processing time.

Short answer: once nominated and lodged, a 491 is commonly decided within about 12 months. The visa runs for five years, and after three years meeting the income and residence rules you can apply for the permanent 191.

How long does it take?

As with the other skilled visas, there are two waits: securing nomination, then the visa decision itself. Because 491 cut-off scores are typically lower, the nomination stage is often faster than for a 190, which is part of its appeal.

What "regional" actually means

Designated regional Australia is now everywhere except Sydney, Melbourne and Brisbane. That includes Perth, Adelaide, Hobart, Canberra, the Gold Coast and Newcastle, which surprises people who picture remote towns.

The pathway to permanent residence

The 491 is provisional, and the 191 is the destination. To qualify you generally need to have held the 491 for at least three years, complied with its conditions throughout, and met a minimum taxable income requirement for the required period.

That income requirement deserves attention before you commit. If regional employment in your field is thin, or the roles available pay below the threshold, the pathway to permanent residence can quietly close while you are complying with everything else.

What puts the 191 at risk?

Keep tax records, tenancy agreements and employment records from the start. Reconstructing three years of evidence at the 191 stage is far harder than filing it as you go.

Is the trade worth it?

For applicants whose points will never win a 189 or 190 invitation, the 491 is often the only realistic route to permanent residence, and regional Australia includes some substantial cities. For applicants who could be invited for a permanent visa within a reasonable time, taking on five years of conditions is worth considering carefully rather than defaulting to it.
